What you need to know about e-CTP

The electronic OSAGO system appeared on the insurance market in 2015 to improve the situation with the availability of policies in a number of regions and to combat the imposition of additional services. The implementation of the system did not bring the expected results, as a result of which, since January 2017, it was once again subjected to changes – it became mandatory for insurers. However, users still have difficulty trying to apply for a policy. What is the e-CTP system today and how to properly issue a policy in electronic form?

How to apply for e-CTP

MTPL Electronic Policy (e-MTPL) – an analogue of a paper policy, issued independently through the insurer’s website and received in electronic form by e-mail. According to the legislation, from January 1, 2017, when applying for e-CTP, customers have the opportunity, in addition to the policy in electronic form, to receive it on a standard form at the insurer’s office or by mail. At the office, the policy should be issued free of charge at the time of contact, with mail, it must be delivered to the client on the day specified by him, but not earlier than one working day. In this case, the postage is borne by the client.

You can issue CTP in electronic form at any insurance company, since from January 1, 2017, all insurers licensed for CTP are required to provide the appropriate service on their website. The legislation establishes rather stringent requirements to ensure the uninterrupted and uninterrupted functioning of both the sites of insurers and the e-CTP services. According to the order of the Central Bank of the Russian Federation of November 14, 2016 No. 4191-U, the maximum total time outages in the sites of insurers should not exceed 30 minutes per day. At the same time, planned technical work can be carried out no more than once a month from 22:00 to 8:00 Moscow time, about which the insurer must notify users by a message on the site at least one day before the date of the planned work. In addition, the system of a “single agent” is called upon to ensure uninterrupted operation of services. In case of technical failures at the selected insurer, the specified system automatically redirects to the website of another insurance company, which is assigned the TCP number of your car.

Depending on the insurance company, the registration of e-CTP may begin either by calculating the cost of the policy, or by creating a personal account. To create it, you must enter your full name, information about your identity document, phone number and / or email address. After entering data to the specified phone number or e-mail, the insurer will send a text message, which will be the key of a simple electronic signature of the insured. After entering the sent key, you will get access to your personal account, where you can fill out an electronic application form for concluding a contract.

The list of information contained in the electronic application form is similar to the paper application. It should contain information about the policyholder, the vehicle and its owner, drivers allowed to drive, a diagnostic card, as well as the parameters of the policy being issued.

When filling out the application, be extremely careful, as from January 1, 2017, insurance companies will have the right of recourse if the policy was submitted to the insurer inaccurate information that resulted in a decrease in the insurance premium. These primarily include: the region of car registration, power (for passenger cars), the age and length of service of drivers.

After filling out the application, the insurer conducts its registration in its system and sends it to the AIS CTP for verification of the data contained therein. If earlier, in the case when the data in the SAR database did not match the data in the application, the policy was impossible to issue, then from January 2017, in the case of a negative response from AIS CTP, the client receives a message indicating the information that did not match, and a proposal to adjust these data or confirm them.

To confirm the accuracy of the information, you must upload the relevant documents to your personal account or send to the insurer’s email address. If you are insuring for the first time, then you will need to send a full package of documents required for the registration of OSAGO:

– passport (main page and registration);

– a document for the vehicle (TCP, STS, etc.);

– driver’s licenses of all persons authorized to manage;

– a valid diagnostic card (if the vehicle is subject to technical inspection).

Upon receipt of a positive response from the AIS CTP, the insurer must notify the exact amount of the premium and provide an opportunity to make cashless payment of the policy within no more than 20 minutes.

After payment, the policy is sent to the specified email address and is placed in the personal account of the client. The policy must be printed and carried with you when driving.

How to make changes to e-CTP

In theory, according to the Insurance Rules as amended in 2017, it is possible to make changes to e-CTPL both in electronic form and when contacting the office. According to the order of the Central Bank of the Russian Federation No. 4190-U dated November 14, 2016, an application for amending the contract in electronic form is filled out through a personal account on the insurer’s website. The insurer checks the information contained in the application, if necessary, recalculates the insurance premium and provides an opportunity to make an additional payment according to the policy. Within two business days from the date of payment of the additional premium (if there is no need for an additional payment – from the moment of sending the application), the insurer forms and sends a new reissued policy to the policyholder. If the changes do not require re-issuance of the policy, a notification is sent to the client that the insurer has taken these changes into account.

In practice, not all insurance companies have described the procedure in full. And to make changes, you will have to contact the office, where the policy will be reissued already on a strict reporting form.

What to do if you can’t buy e-CTP

If you are faced with any problem during the policy process (service failure, inability to pay, constant freezes on the site), and the insurer is in no hurry to solve it, you should send a complaint to the Bank of Russia. You can leave your appeal on the website of the Central Bank in the “Complaints” section of the Internet reception. To confirm the fact of violation of your rights, you must attach a screenshot of the site page that displays the problem, indicating the date and time. If you have already created a personal account, then when writing a complaint, it is also recommended to specify your username. The Bank of Russia is the main regulatory body of the insurance market. Therefore, a similar method will be most effective in solving your problem.

Intermediaries

To date, insurance intermediaries are prohibited from providing services related to the issuance of electronic policies. Registration of the policy is allowed only on the insurer’s website. But in the world of modern technologies, the pages of insurer’s sites may well be embedded in third-party sites, and for the user, the registration process may look like registration on the site of a non-insurance organization. In April 2017, a draft law was introduced to the State Duma, which is designed to provide access to insurance agents and brokers to the provision of e-CTP services, and the situation may change in the near future.

Making a policy with the participation of intermediaries potentially has significant advantages. Intermediaries in such a market can provide the best service, because, in addition to the function of price comparison, users, having entered the data once, the next year can change the insurer, without having to enter the data again. At the moment, insurance sites that provide services for comparing OSAGO cost, for example, Banks.ru, after calculating the cost, offer to go to the insurer’s site to conclude an agreement.

The disadvantage of applying for a policy on the intermediary’s website is the high probability of encountering scammers. Therefore, when applying for a policy, be careful not to leave your personal data, including credit card information, on unverified third-party sites. Unfortunately, the consumer is not immune to the possibility of encountering scammers even when trying to apply for a policy through the website of the insurance company itself, as there have been repeated reports of copying the sites of insurers.

Since 2017, the CTP insurance policy has become much more accessible to consumers. In many ways, the situation has changed for the better thanks to the introduction of requirements for the insurer on the mandatory sales of electronic CTP. Demand for this service is constantly growing, since e-CTP is a convenient alternative to the policy on a strict reporting form, which allows you not to waste time traveling to an office or meeting with an insurance company representative.
